However, agent network is decentralized, and needs to be managed well. Even if managed well, there are some aspects that will be problematic, since they are inherent to agents network nature. For example, liquidity management is, and remains to be, one of the essential problems - agents sometimes simply don't have enough cash to perform cash-out to mobile money user. In a perfect world an user would always be able to perform cash-in and cash-out at any agent; but in reality close to 70% of unsuccesful transactions are due to agent not having enough cash.
